Getting the correct conditions slice

• By default the time is the start of the unix era !
• If you want to get the condition for the latest time you need to use the -t option
• dump_db_to_files.py -c 'sqlite_file:$SQLDDDBROOT/db/LHCBCOND.db/LHCBCOND' -T head-20100321 -d myDDDB -t `date +%s000000000`
